Troubled waters: Lake Simcoe Region Conservation Authority wetland permitting process is questioned

Could you imagine a process where a developer can get an approval to destroy a provincially significant wetland in the Lake Simcoe Watershed without anyone even knowing about it, and where the approval is virtually guaranteed?

In September 2013, the North Gwillimbury Forest Alliance (NGFA), a pressure-group of residents in Georgina, released a report by planning consultant Anthony Usher on the way the Lake Simcoe Region Conservation Authority (LSRCA) approves developments in wetlands. The report criticizes the process and the policies the LSRCA uses in granting development approvals in and around waterways.

A victory for better planning advocates — and without breaking the bank

In November 2011, we posted a blog about cost effective strategies to promote better planning and development in your neighbourhood.  As part of that post, we encouraged community groups who have appealed to the Ontario Municipal Board (OMB) to seriously consider settlement as a way to achieve goals and avoid a costly hearing.

Recently, I became aware of a decision where a community group, Centretown Citizens in Ottawa, did just that, and is happy to brag about it.  You can find their story here.  Centretown notes, quite rightly, that not only is it costly for the citizens groups to proceed with an OMB hearing, but a massive drain on the municipality’s coffers — public money — too.

Congratulations to the Centretown Citizens on finding a satisfactory resolution, and saving the taxpayers of Ottawa and other engaged citizens valuable resources.

Ontario’s wetlands framework needs revision

Ontario Nature, Earthroots, Ecojustice and Ducks Unlimited released a report this week on Ontario Wetlands: Protecting Greenbelt Wetlands: How Effective is Policy.

Many of the report’s suggestions relate to better interdepartmental and intergovernmental decision-making integration.  Others propose more measurable and defensible standards in the approvals process.
